Resumo
O objetivo desta tese é elaborar uma matriz de dimensões e indicadores de sustentabilidade para a Região da Ibiapaba/CE. Permitindo o monitoramento do planejamento regional com a finalidade de trazer parâmetros norteadores para a sociedade local. A região está localizada no Estado do Ceará e é composta por nove
municípios. Trata-se de uma pesquisa quali-quantitativa, com base em coleta de dados secundários e documental. Adotou-se a abordagem evolucionária das relações multiníveis de transição para a sustentabilidade, tendo como referência seis planos de desenvolvimento, elaborados entre os anos de 2002 e 2014. Estes documentos foram processados por meio do software IRAMUTEQ®. Em resposta às etapas da pesquisa, realizadas na classificação hierárquica, a composição de cinco elementos chamados de classes e corpus, que foi positiva para as categorias teóricas do Barômetro da Sustentabilidade – BS, foi um dos primeiros resultados após o processamento e a análise. A segunda etapa mensurou a escala de
sustentabilidade com a ferramenta do BS, encontrando-se o nível intermediário de sustentabilidade para a Ibiapaba, com bem-estar ecológico (51,08%), humano (49,21%) e com estresse ambiental (48,92%). Os indicadores que exerceram pressão negativa sobre a escala foram: utilização de recursos naturais (32,52%) e
de riqueza (38,11%), ambos repercutindo na geração de renda e nas condições de vida da região. A terceira etapa foi a análise das multidimensões, na qual identificou-se que o termo desenvolvimento sustentável relaciona-se ao desenvolvimento territorial, estando entre as prioridades locais a dimensão social com demandas por saúde e educação. A dimensão ambiental está interligada à dimensão econômica no turismo e na produção rural. Considera-se que oito dimensões da sustentabilidade foram definidas nos planos de desenvolvimento da Ibiapaba, porém nem todas estão citadas em cada plano, combinadas as análises neoinstitucionais, apresentam as proposições para região e que devem preconizar a participação democrática,
políticas públicas, capital social, arranjos e regras institucionais, as duas dimensões que exercem maior influência foram as dimensões social e econômica, visto que a região ainda não atingiu condições mínimas de bem-estar. A matriz de dimensões da sustentabilidade da Ibiapaba, desdobra-se em sete dimensões e em 36 indicadores que podem auxiliar a região na mensuração da sustentabilidade regional.
The objective of this thesis is to develop a matrix of dimensions and sustainability indicators for the Ibiapaba/CE Region that allows the monitoring of regional planning in order to bring guiding parameters to society. This is a qualitative and quantitative research, based on the collection of secondary and documentary data. The evolutionary approach of multilevel relations of transition to sustainability was adopted, having as reference six development plans, prepared between the years 2002 and 2014. These documents were processed using the IRAMUTEQ® software. In response to the research steps, carried out in the hierarchical classification, the composition of five elements called classes and corpus, which was positive for the theoretical categories of the Sustainability Barometer - BS, was one of the first results after processing and analysis. The second stage measured the sustainability scale with the BS tool, finding the intermediate level of sustainability for Ibiapaba, with ecological well-being (51.08%), human (49.21%) and environmental stress ( 48.92%). The indicators that exerted negative pressure on the scale were: use of natural resources (32.52%) and wealth (38.11%), both of which had an impact on income generation and living conditions in the region. The third step was the analysis of multidimensions, in which it was identified that the term sustainable development is related to territorial development, with the social dimension with demands for health and education being among the local priorities. The environmental dimension is linked to the economic dimension in tourism and rural production. It is considered that eight dimensions of sustainability were defined in Ibiapaba's development plans, but not all are mentioned in each plan, combined with the neoinstitutional analyzes, they present the propositions for the region and that should advocate democratic participation, public policies, social capital, institutional arrangements and rules, the two dimensions that have the greatest influence were the social and economic dimensions, since the region has not yet reached minimum conditions of well-being. Ibiapaba's sustainability dimensions matrix is divided into seven dimensions and 36 indicators that can assist the region in measuring regional sustainability.
