A intensificação do consumo de bens e serviços tem gerado aumento no descarte de resíduos, o que provoca significativos impactos no meio ambiente. Enquanto as empresas ofertam produtos e soluções, os consumidores confirmam o interesse em tais ofertas. Nessa direção, foi aprovada em 2010 a Política Nacional de Resíduos Sólidos (PNRS), por meio da Lei 12.305/10, que marcou o início de uma articulação tramitada há cerca de vinte anos no Congresso Nacional. Dentre seus instrumentos, destaca-se a Logística Reversa, que viabiliza a coleta e restituição dos resíduos sólidos aos produtores de itens incluídos na regulamentação. Um dos mecanismos para a implantação deste processo é o acordo setorial, viabilizado através de contrato entre poder público e fabricantes, importadores, distribuidores ou comerciantes. A partir desta orientação instituiu-se em 2015, por meio da FIERGS, a ASLORE (Associação de Logística Reversa de Embalagens), que serviu de referência para o presente estudo, tendo sido analisada em 2018 a percepção da importância e satisfação do seu quadro de associados. Quanto à metodologia, esta pesquisa classifica-se como exploratória, descritiva e
quantitativa, valendo-se de etapa bibliográfica e documental, sendo ainda pesquisa de campo e estudo de caso. Quanto à coleta de dados, contou com a aplicação de questionário, cujas perguntas do tipo fechadas classificaram-se em quatro categorias: ambiental, econômica, legal e social, que serviram de subsídio para a
elaboração de matrizes do tipo importância x satisfação. Tais matrizes foram elaboradas com base na obra de Slack, Chambers e Johnston (2009), que possibilitam a identificação do cruzamento das variáveis importância e satisfação em quatro possíveis zonas de prioridade: adequada, melhoramento, ação urgente ou excesso. Sendo assim, esta pesquisa teve por objetivo responder qual a importância e o grau de satisfação dos associados da ASLORE em relação aos serviços prestados por esta. Após as análises, constatou-se que há expressivo reconhecimento por parte dos associados pela atuação que a ASLORE realiza no atendimento às exigências da PNRS, porém observaram-se descontentamentos na condução de certas atividades, principalmente no tocante ao esclarecimento de procedimentos exigidos pela Lei. A partir desses aspectos levantados, sugeriram-se ações de intervenção.
The intensification of consumption has generated an increase in waste disposal, which causes significant impacts on the environment. While companies offer products and solutions, consumers confirm the interest in such offers. Thus, the National Policy of Solid Waste (PNRS) was approved in 2010, by means of Law 12,305/10, which marked the beginning of an articulation that has been running for about twenty years in the National Congress. Among its instruments, the Reverse Logistics stands out, enables the collection and restitution of solid waste to producers of items included in the regulation. One of the mechanisms for the implementation of this process is the sectorial agreement, attained through a contract between public authorities and manufacturers, importers, distributors or traders. From this orientation the ASLORE (Reverse Logistics of Packaging Association) was established in 2015, through FIERGS, which served as a reference for the present study, and the perception of importance and satisfaction of its membership has been analyzed in 2018. Regarding the methodology, this research is classified as exploratory, descriptive and quantitative, using a bibliographical and documentary stage, being also field research and case study. As for the data collection, it counted on the application of an questionnaire, whose closed-ended questions were classified into four categories: environmental, economic, legal and social, which have served as a subsidy for the elaboration of matrices like importance x satisfaction. These matrices were elaborated based on the work of Slack, Chambers and Johnston (2009), which enable the identification of the crossing of the importance and satisfaction variables in four possible priority areas: adequate, improvement, urgent action or excess. Thus, this research had the aim to answer which the importance and satisfaction degree of ASLORE’s members in relation to the services provided by this. After the analyses, it was verified that there is expressive recognition by the members for the performance that ASLORE carries out in meeting the requirements of PNRS, but dissatisfaction was observed in the conduction of certain activities, mainly concerning the elucidation of procedures required by Law. Based on these aspects, interventions were suggested.
