Objetivos do desenvolvimento sustentável (ODS) da agenda 2030 e a interação com as instituições comunitárias de ensino superior (ICES)

A Agenda 2030 é o compromisso global assumido pelos 193 países membros da ONU para o desenvolvimento sustentável do planeta. Lançado em 2015 pela Organização das Nações Unidas (ONU), o documento “Transformando o nosso Mundo: A Agenda 2030 para o Desenvolvimento Sustentável" visa às dimensões econômica, social e ambiental e compreende os 17 Objetivos do Desenvolvimento Sustentável (ODS). Para sua concretização, propõe realizar transformações em nível local, a partir de um esforço conjunto de todos cidadãos, instituições e governos, até 2030. No Brasil, existe um modelo de Instituições de Ensino Superior que pode contribuir significativamente com a concretização dos ODS: são as Instituições Comunitárias de Ensino Superior (ICES), que constituem um modelo exclusivamente brasileiro. Qualificadas pela Lei 12.881/2013, elas pertencem às suas comunidades (locais) e são entidades de interesse social, de utilidade pública, de direito privado e sem fins lucrativos. A partir das prerrogativas que qualificam as ICES e do histórico desse modelo de Instituição, o objetivo deste estudo foi avaliar a interação entre os ODS e estas Instituições, buscando entender como elas podem contribuir com a concretização da Agenda 2030 e como os ODS podem beneficiar o desenvolvimento dessas Instituições e suas regiões. Buscando atender ao objetivo deste estudo, além da pesquisa bibliográfica e documental acerca da Agenda 2030 e das ICES, realizou-se uma etapa exploratória, enviando um questionário de pesquisa para as IES associadas à Associação Brasileira das Universidades Comunitárias (ABRUC) - total de 66 Instituições. Ao identificar que 49 Instituições do conjunto das associadas são efetivamente qualificadas como ICES pelo MEC, analisaram-se apenas as respostas desta amostra. Os resultados obtidos revelam a potência dessas Instituições na execução da Agenda 2030, bem como o quanto essas ICES podem beneficiar-se, investindo nos ODS e atuando em rede. Identificaram-se, entretanto, falhas de comunicação e de articulação entre as Instituições, associações e Redes, além de outros desafios que dificultam o engajamento local nos ODS.
The 2030 Agenda is the global commitment assumed by the 193 UN member countries for the sustainable development of the planet. Launched in 2015 by the United Nations (UN), the document "Transforming our World: The 2030 Agenda for Sustainable Development" aims at the economic, social and environmental dimensions and comprises the 17 Sustainable Development Goals (SDGs). As for its implementation, they propose to accomplish transformations at the local level, from a joint effort of all citizens, institutions and governments by 2030. In Brazil, there is a model of Higher Education Institutions that can significantly contribute to the realization of the SDGs: they are the Community Higher Education Institutions (ICES), which constitute an exclusively Brazilian model. Qualified by Law 12,881/2013, they belong to their (local) communities and are entities of social interest, public utility, private law and nonprofit. Based on the prerogatives that qualify the ICES and the history of this Institution model, the aim of this study was to assess the interaction between the SDGs and these Institutions, seeking to understand how these Institutions can contribute to the realization of the 2030 Agenda and how the SDGs can benefit the development of these institutions and their regions. Seeking to meet the objective of this study, in addition to the bibliographic and documentary research on the 2030 Agenda and the ICES, an exploratory stage was carried out, a research questionnaire was sent to the IES associated with the Brazilian Association of Community Universities (ABRUC) - a total of 66 Institutions. When identifying that 49 institutions of the group of associates are effectively qualified as ICES by MEC, only the responses of this sample were analyzed. The results reveal the power of these institutions in the execution of the 2030 Agenda, as well as how much these ICES can benefit from investing in the SDGs and acting in a network. However, failures in communication and articulation between institutions, associations and networks were identified, in addition to other challenges that hinder local engagement in the SDGs.
